A BILL FOR AN ACT

 

Making an appropriation for student employment funds in support of university of hawaii's systemwide operations and programs.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. There are multiple benefits to employing students on campus. The motto "learn while you earn" accurately reflects the purpose of the program which is both an educational program and a form of financial assistance. Priority areas for employment are student services support programs for recruitment and retention, instructional and research units, and campus and community service learning activities.

Research shows that retention and graduation are positively associated with university employment. Student employment provides a work environment of academic responsibilities and schedules, personal growth, and career exploration.

In addition to tuition expenses, students need funds for transportation, food, housing, books, computers, and educational enrichment programs. Student employment compliments other forms of financial aid to students. Many students who demonstrate financial need, by their eligibility for the federal work-study matching fund, benefit from campus employment. In turn, the University benefits from the student employment as it provides the University with a needed cost-efficient and talented part-time workforce.

Unfortunately, over the years, the amount of student employment funds has not kept abreast with the demand or need required by all of the campuses of the University. As a result, funds were not allocated to all campuses based upon the number of full-time equivalents (FTE) and systemwide student employment projects.

The purpose of this Act is to make an appropriation for student employment in support of the University of Hawaii's systemwide operations and programs.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, for undergraduate and graduate students to be hired as student employees, equitably at all campuses, to support University of Hawaii administrative operations, academic programs, partnership with school, community service, and student support services.

SECTION 3. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2005.
