A BILL FOR AN ACT

 

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE CONSTRUCTION OF AN OFFICE OF HAWAIIAN AFFAIRS BUILDING AND A HAWAIIAN COMMUNITY CENTER.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the construction of an office of Hawaiian affairs building would enhance the office of Hawaiian affairs' ability to implement its mission of bettering the conditions of native Hawaiians. The office of Hawaiian affairs building and Hawaiian community center, to be owned by the office of Hawaiian affairs, would serve as the office of Hawaiian affairs' headquarters (including office and meeting space for the office of Hawaiian affairs trustees and other employees); showcase native Hawaiian culture through exhibitions, displays, and events; relieve the office of Hawaiian affairs of rent obligations that it would otherwise incur for its headquarters; offer office and meeting space to native Hawaiian and non-native-Hawaiian organizations; and house other functions and activities benefiting native Hawaiians and the community at large.

SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $          , or so much thereof as may be necessary, for fiscal years 2005-2006 and 2006-2007, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal years 2005-2006 and 2006-2007 for the planning, design, and engineering work related to the construction of an office of Hawaiian affairs building and Hawaiian community center.

SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.

SECTION 4. The sums appropriated shall be expended by the office of Hawaiian affairs for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2005.
