HOUSE CONCURRENT

RESOLUTION

 

urging the united states congress to approve legislation requiring the united States Postal Service to provide mail recipients the option of being included on a list of those not wishing to receive any unsolicited commercial mail.

 

 

WHEREAS, safe, secure, high-quality mail delivery is a critical component of the economy and of modern daily living; and

WHEREAS, our dependence on mail delivery makes us vulnerable to criminals and other malicious individuals and businesses who exploit the system by operating mail scams and bombarding mail recipients with unwanted solicitations, including sexually-oriented advertising; and

WHEREAS, some of our most vulnerable citizens, such as children and the elderly, are the victims and targets of such illegal or unsavory practices; and

WHEREAS, the United States Postal Service (USPS) has addressed some of these concerns by creating and implementing Form 1500, which allows mail recipients to apply for placement on a list of those not wishing to receive sexually-oriented advertisements through the mail; and

WHEREAS, Form 1500, though useful, is limited in scope as it targets sexually-oriented advertisements; and

WHEREAS, there is a need to expand the scope of such efforts to include non-sexual advertisements, including sweepstakes, promotions, and other mail scams; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, the Senate concurring, that the United States Congress is urged to approve legislation requiring USPS to provide mail recipients the option of being included on a list of those not wishing to receive any unsolicited commercial mail; and

BE IT FURTHER RESOLVED that Hawaii's Congressional delegation is urged to help lead efforts to ensure passage of the legislation; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Majority Leader of the United States Senate, Speaker of the United States House of Representatives, and members of Hawaii's Congressional delegation.
