HOUSE CONCURRENT

RESOLUTION

 

requesting a feasibility study to examine the costs and benefits of excluding food from the general excise tax.

 

 

WHEREAS, there is a general trend in state government away from taxes on food; and

WHEREAS, an estimated twenty-nine states have phased out their respective states' sales tax on food; and

WHEREAS, an elimination of the sales tax on food would save the average family enough money annually to buy an estimated one month's worth of groceries; and

WHEREAS, most members of the Hawaii Food Industry Association would be able to program their computer systems to discriminate between food and non-food items, in order to accurately assess taxable items; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, the Senate concurring, that the legislature requests the Departments of Budget & Finance, Business, Economic Development, and Tourism, and Taxation to conduct a feasibility study to assess the costs and benefits of excluding food from the General Excise Tax; and

BE IT FURTHER RESOLVED that the study shall be conducted by the Directors of the Department of Taxation, the Department of Budget and Finance, and the Department of Business, Economic Development and Tourism, or their respective representatives; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Directors of the Departments of Taxation, Budget and Finance, and Business, Economic Development and Tourism.
