HOUSE CONCURRENT

RESOLUTION

 

urging the department of education to develop community-based youth leadership development camps throughout the state.

 

 

WHEREAS, the Legislature passed the landmark Reinventing Education Act of 2004, Act 51, Session Laws of Hawaii 2004, to enhance the ability of Hawaii's public education system to "advance the endowment of human culture itself, so that each succeeding generation finds itself further along the road towards peace, social justice, and environmental sustainability in a society guided by creativity, compassion, and curiosity"; and

WHEREAS, the younger generation must be better prepared to face the growing challenges of our society by developing the basic skills required to progress toward peace, social justice, and environmental sustainability, while guided by creativity, compassion, and curiosity; and

WHEREAS, the basic skills required include the ability to understand and cooperate with all peoples and cultures and to take active leadership roles in improving the conditions of the community and world-at-large; and

WHEREAS, there is a need for statewide forums where youth can learn and develop these skills together; and

WHEREAS, community-based youth leadership development camps provide these forums and promote teambuilding and civic awareness by:

(1) Facilitating activities in which youth interact with other youth and adults to develop communication and interpersonal skills;

(2) Encouraging youth to share ideas and practice shared decision-making;

(3) Increasing awareness and knowledge of various community issues; and

(4) Increasing active, responsible participation in the community using the acquired skills;

now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, the Senate concurring, that the Legislature urges the Department of Education to develop community-based youth leadership development camps throughout the state; and

BE IT FURTHER RESOLVED that the Hawaii State Student Council is requested to oversee the planning, implementation, and evaluation of each community-based youth leadership development camp; and

BE IT FURTHER RESOLVED that the Hawaii State Student Council is requested to submit a report of its evaluations of community-based youth leadership development camps to the Legislature at least 20 days prior to the convening of each regular session; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education and the Superintendent of Education.
