A BILL FOR AN ACT

 

relating to housing.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 46, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§46- Residential solar energy systems. (a) Not later than December 31, 2006, each county shall adopt ordinances requiring the following percentage of single family detached or multifamily residential developments to be developed, comprising of twenty separate lots or units or more, to contain solar energy systems:

(1) At least twenty-five per cent of all lots or units developed by January 1, 2008;

(2) At least fifty per cent of all lots or units developed by January 1, 2010;

(3) At least seventy-five per cent of all lots or units developed by January 1, 2015; and

(4) One hundred per cent of all lots or units developed by January 1, 2020.

(b) For purposes of this section, "solar energy systems" means any facility, equipment, apparatus, or the like that converts insolation to useful thermal or electrical energy for heating, cooling, or reducing the use of other types of energy that are dependent upon fossil fuel for their generation."

SECTION 2. New statutory material is underscored.

SECTION 3. This Act shall take effect upon its approval.
