A BILL FOR AN ACT

 

RELATING TO AFFORDABLE RENTAL HOUSING.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the housing problem in Hawaii has worsened. Rising real property values and shrinking rental property inventories have caused undue stress on renters with limited incomes. Among those hardest hit by the lack of affordable housing are native Hawaiians who populate homeless shelters and who sometimes depend on family and friends for their housing needs.

The legislature also finds that an alternative housing solution that has not been attempted, is the use of manufactured homes on Hawaiian home lands. Since the cost savings may be substantial in this construction method, it is incumbent upon the State to investigate this further not only to increase the State's rental market, but to assist the Hawaiian people as well.

SECTION 2. The housing and community development corporation of Hawaii, the department of Hawaiian home lands, and other interested parties invited by the corporation or the department, shall meet to discuss possible ways to eliminate barriers to allowing manufactured housing on Hawaiian home lands to provide affordable rental housing units to Hawaiian people.

SECTION 3. The housing and community development corporation of Hawaii shall report its finding and recommendations to the legislature, thirty days prior to the convening of the regular session of 2006.

SECTION 4. This Act shall take effect upon its approval.
