SENATE CONCURRENT

RESOLUTION

 

Requesting thE OFFICE OF PLANNING TO update the 1991 State land use district boundary review, urban land requirements study to determine the amount of vacant and developable urban classified land available.

 

WHEREAS, the State's Office of Planning was created to maintain an overall framework to guide the development of the State through a continuous process of comprehensive, long-range, and strategic planning to meet the physical, economic, and social needs of Hawaii's people, and provide for the wise use of Hawaii's resources in a coordinated, efficient, and economic manner; and

WHEREAS, as one of its tasks, the Office of Planning conducted a state land use district boundary review of vacant and developable urban classified lands in all four counties; and

WHEREAS, specifically, the study quantified the amount of resort, business, industrial, agricultural, preservation, special district, and more importantly, residential and apartment lands available for development; and

WHEREAS, since the study was conducted in October 1991, there undoubtedly has been development of these lands in all counties; however, a follow up to the study has not been performed; and

WHEREAS, it is not clear how much urban classified land is currently vacant and developable within the State; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, the House of Representatives concurring, that the Office of Planning is requested to update the 1991 State Land Use District Boundary Review, Urban Land Requirements Study; and

BE IT FURTHER RESOLVED that the focus of the update should be primarily on the amount of acres of urban classified land currently vacant and developable for residential, apartment, resort, business, industrial, agricultural, preservation, and special district uses in each county; and

BE IT FURTHER RESOLVED that the update also include new information which indicates how many individual residential units may be developed within the acreage reported vacant or developable; and

BE IT FURTHER RESOLVED that the Office of Planning is requested to work with appropriate individuals in each of the four counties in updating its 1991 study, and that the counties are requested to cooperate with and provide assistance to the Office in its update; and

BE IT FURTHER RESOLVED that the Office of Planning is requested to report the updated study to the Legislature no later than twenty days before the convening of the Regular Session 2006; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Chairperson of the Land Use Commission, the Director of Planning, and the mayor of each county.
