SENATE CONCURRENT

RESOLUTION

 

URGING THE department of Business, Economic Development, and Tourism TO ESTABLISH A PERMANENT STATE CULTURAL PUBLIC MARKET within the HAWAII COMMUNITY DEVELOPMENT AUTHORITy.

 

WHEREAS, Hawaii's population is comprised of a multitude of ethnic groups and cultures, serving as a melting pot of many different cultures that happily co-exist and commingle to form a richly diverse environment; and

WHEREAS, such diversity is apparent in the wide variety of ethnic foods, clothing, artworks and crafts, and entertainment available throughout Hawaii; and

WHEREAS, cultural diversity is also evident in the many cultural festivals held throughout the year that allow residents and visitors alike to experience the tastes, sights, and sounds of different ethnic groups; and

WHEREAS, cities throughout the United States mainland have experienced great economic success from establishing local public or farmer's markets; and

WHEREAS, the State lacks a single location to which an individual can go to experience and learn more about the host Hawaiian culture as well as the many different cultures that make up the people of our islands; and

WHEREAS, in order to promote cultural awareness, as well as economic development within the State, we must capitalize on the rich diversity of the peoples of the many different cultures within Hawaii; and

WHEREAS, a permanent state cultural public market would provide a venue for the exposure, education, and awareness of the host Hawaiian culture and of the many ethnic groups present within Hawaii by the sale of ethnic foods, produce, and products; the exhibition and sale of cultural artworks and crafts; the showcasing of artists and entertainers; and the presentation of information on the culture and history of the various ethnic groups in Hawaii; and

WHEREAS, a permanent state cultural public market also would stimulate business activities and create a gathering place for the community, while preserving and promoting the diversity of the State's population; and

WHEREAS, a permanent state cultural public market affords local artisans and crafters an opportunity to display and sell their wares by setting affordable rent; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, the House of Representatives concurring, that the Department of Business, Economic Development, and Tourism is urged to establish a permanent state cultural public market within the Hawaii Community Development Authority; and

BE IT FURTHER RESOLVED that the Hawaii Community Development Authority is requested to designate and develop the state-owned land for the state cultural public market; and

BE IT FURTHER RESOLVED that the state cultural public market be located on at least ten acres of state land within the Kakaako makai area of the island of Oahu, and include a state-run public parking lot; and

BE IT FURTHER RESOLVED the Hawaii Community Development Authority is requested to accept and consider input regarding the establishment of the state cultural public market from the following departments and agencies: the Department of Agriculture; the Department of Business, Economic Development, and Tourism; the Department of Land and Natural Resources; the Department of Labor and Industrial Relations; and the Hawaii Tourism Authority; and

BE IT FURTHER RESOLVED that the Hawaii Community Development Authority is requested to consider and determine the propriety of utilizing public-private partnerships in the development and operation of a permanent state cultural public market; and

BE IT FURTHER RESOLVED that the Hawaii Community Development Authority is requested to develop, distribute, and accept requests for proposals from private entities for plans to develop and operate the state cultural public market; and

BE IT FURTHER RESOLVED that the Hawaii Community Development Authority is requested to draft requests for proposals for the state cultural public market to contemplate, but not be limited to the inclusion of, outlets for ethnically diverse products; venues for businesses with ethnic themes, including restaurants and other service-related businesses, theaters, stages, and arenas designed to showcase cultural performing artists, as well as community performing arts; exhibition space or museums to showcase artwork created by international and local artists; and museums or other educational facilities that focus on the history and cultures of the various ethnic groups within Hawaii, including Hawaiian history; and

BE IT FURTHER RESOLVED that the Hawaii Community Development Authority is requested to ensure that the Hawaiian culture is the featured culture in the state cultural public market; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Business, Economic Development, and Tourism, Executive Director of the Hawaii Community Development Authority, Chairperson of the Board of Agriculture, Chairperson of the Board of Land and Natural Resources, Chairperson of the Board of the Hawaii Tourism Authority, and Director of Labor and Industrial Relations.
