Amends the deferred deposit check cashing provisions of section 480F. Increases the penalties for violation of the Act. Implements a licensure requirement for deferred deposit check cashing businesses.

RELATING TO THE SEAWATER AIR CONDITIONING.

Exempts seawater air conditioning district cooling systems from PUC regulation, provided that at least fifty per cent of the energy required for the system is provided by a renewable energy source.

RELATING TO NET ENERGY METERING.

Removes the cap on the allowable customer-generator generating capacity; incrementally increases the percentage of the total energy generating capacity produced by eligible customer-generators under the net energy metering law; changes billing period to an annual basis. (SD1)

RELATING TO RENEWABLE ENERGY.

Provides for the organization of renewable energy cooperatives to generate, transmit, and sell electricity to their membership; authorizes issuance of revenue bonds to finance costs related to constructing, upgrading, and acquiring transmission facilities; exempts cooperatives from the public utilities commission regulation, except for interconnection agreements. RELATING TO RENEWABLE ENERGY.

Requires the PUC to establish that the rate for purchase of electricity by a public utility shall not be less than 100% of the cost avoided by the utility when the utility purchases electrical energy. Increases renewable portfolio standards percentages. Amends definition of "renewable energy". (SD1)
