RELATING TO EDUCATION.

Appropriates additional funds for schools that serve larger populations of military dependent students. Requires the University of Hawaii to establish a program to allow readmission to military members who have been deployed.

RELATING TO TUITION ASSISTANCE.

Makes a $1,000,000 appropriation for tuition assistance for national guard and military reservists enrolled in degree programs at the University of Hawaii.

RELATING TO THE RUNNING START PROGRAM.

Allows students participating in the running start program to receive credit toward graduation for college coursework. Releases the DOE from any liability for students participating in the program who exit their school campus to conduct activities not associated with a DOE program.

MAKING AN APPROPRIATION FOR AGRICULTURAL RESEARCH AND MARKET DEVELOPMENT.

Appropriates funds to the University of Hawaii to enable its college of tropical agriculture and human resources to conduct crucial research and outreach to develop and promote high-value agricultural products, breeding programs, and related activities.

RELATING TO THE MAUNA KEA SCIENCE RESERVE AUTHORITY.

Directs the auditor to conduct studies: (1) evaluating whether the existing approval and decision-making procedures for the Mauna Kea science reserve adequately address the concerns of the public; and (2) to determine the feasibility and necessity of the creation of a Mauna Kea science reserve authority.

RELATING TO THE WAIALUA AGRIBUSINESS INCUBATOR.

Authorizes the issuance of GO bonds for the University of Hawaii for the planning, design, and construction of an agribusiness incubator in the Waialua District.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION TO REPAIR THE DAMAGE CAUSED BY THE HEAVY RAIN AND FLOODING OF OCTOBER 2004.

Authorizes the issuance of general obligation bonds and appropriates funds to repair the damage caused to Manoa Stream, the University of Hawaii and the Ala Wai watershed by the heavy rain and flooding of October 2004.

RELATING TO NURSES.

Establishes a nursing scholars program to attract nurses with a bachelor's degree in nursing into a master's or doctoral program to prepare them for academic careers.

RELATING TO THE UNIVERSITY OF HAWAII.

Establishes an emergency medicine grant program at UH medical school to attract medical students to practice emergency medicine in Hawaii health care facilities. Requires a commitment of seven years of service in emergency room care in Hawaii in exchange for the full-tuition grant.

RELATING TO FLOOD CONTROL.

Appropriates $250,000 for fiscal year 2005-2006 and $500,000 for fiscal year 2006-2007 for the Center for Conservation and Research Training to develop and coordinate the implementations of watershed management strategies to control flooding in two of Hawaii's most severely flood-impacted watersheds as identified by the Center.
