Provides additional funding to the local workforce investment boards for employer outreach and services, labor force pool expansion and capacity building. |

Authorizes an employer to furnish to an employee an electronic record of an employee's total gross compensation, the amount and purpose of each deduction, total net compensation, date of payment, and pay period covered, in lieu of a printed, typewritten, or handwritten record, upon receipt of written authorization from the employee. |

RELATING TO PREVAILING WAGES. Provides for the manner in which the prevailing wages for laborers and mechanics on public work projects and certain private work projects is to be established. Allows individuals to bring suit against violators for noncompliance and the Director of Labor and Industrial Relations for failure to perform nondiscretionary duties. Expands the definition of public works to include certain private construction contracts. |

RELATING TO PUBLIC EMPLOYEES. Adjusts the salaries of certain department head positions, including: the auditor, legislative reference bureau, Hawaii labor relations board, ombudsman, state procurement office, the stadium authority, civil defense, commission on water resource management, the housing and community development corporation of Hawaii, the public utilities commission, the Hawaii paroling authority, the labor and industrial relations appeals board, commissioner of financial institutions and the office of the state public defender, the office of solid waste management, the executive office on aging, the office of veterans' services, and the office of community services. |

RELATING TO THE EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Increases the composition of the board of trustees of the employer-union health benefits trust fund from 10 to 12, 11 of whom shall be selected by the governor and 1 of whom shall be selected by the mayor of the respective counties on a rotating basis. Prohibits the governor from reducing the term of the trustee appointed by a county mayor. Permits county mayor instead of the governor to appoint replacement, in the case of a vacancy in the county trustee position. |
