PROPOSING AN AMENDMENT TO ARTICLES X AND XVII OF THE HAWAII CONSTITUTION, TO CREATE A SEPARATE BOARD OF REGENTS FOR THE UNIVERSITY OF HAWAII COMMUNITY COLLEGES, CREATE SELECTION COMMISSIONS FOR EACH BOARD, AND ESTABLISH TEN-YEAR TERMS FOR MEMBERS OF EACH BOARD.

Amends the Hawaii Constitution to create a separate board of regents for the University of Hawaii community colleges, requires a selection commission for appointments to each board, and establishes 10-year terms for members.

PROPOSING AN AMENDMENT TO ARTICLE X OF THE CONSTITUTION OF THE STATE OF HAWAII AUTHORIZING THE BOARD OF REGENTS TO ISSUE GENERAL OBLIGATION BONDS.

Proposes an amendment to the Hawaii Constitution to allow the board of regents to issue general obligation bonds.

Requires all UH students of Hawaiian descent to receive partial to full tuition waivers.

Requires the University of Hawaii board of regents to grant tuition waivers to Hawaiian students.

RELATING TO TUITION SCHOLARSHIPS.

Establishes scholarships for students studying Hawaiian language, and scholarships for Hawaiian speaking students or students who speak English as a second language for teacher education programs.
