RELATING TO DEVELOPMENTAL DISABILITIES.

Provides that the plans of care for developmentally disabled persons provide for "support," and not training, of persons in the licensed developmental disabilities domiciliary homes. Requires DOH to determine the rate of payment for residents in licensed homes without specifying the methodology.

RELATING TO DEVELOPMENTAL DISABILITIES.

Requires community residential alternatives for persons with developmental disabilities or mental retardation to be in a setting of the person's choice if the person or the person's family and friends determine that the person can be sustained with supports, and the supports are attached to the person.

RELATING TO HEALTH.

Allows individuals with developmental disabilities to receive unlicensed home and community based services.

MAKING AN EMERGENCY APPROPRIATION FOR HOME AND COMMUNITY BASED SERVICES.

RELATING TO WAIMANO RIDGE.

Prohibits development of state-owned land on Waimano ridge until an updated master plan is developed. Requires community approval of master plan.

RELATING TO MARRIAGE LICENSES.

Establishes a surcharge for each marriage license granted for additional benefit and compensation for the non-civil service agent.

RELATING TO PSEUDOEPHEDRINE.

Requires that any material, compound, mixture, or preparation that contains any quantity of pseudoephedrine be dispensed by a licensed pharmacist. Requires a person to show identification to acquire any such material, and requires a pharmacy to keep a record.

SB 1239

RELATING TO PSYCHOLOGISTS.

Authorizes trained and supervised medical psychologists working in federally qualified health centers or other licensed health clinics located in federally designated medically underserved areas to prescribe psychotropic medications for the treatment of mental illness. Repeals prescriptive authority July 1, 2013.
