RELATING TO EMPLOYMENT PRACTICES.

Prohibits an employer or labor organization from discriminating against an employee who uses accrued and available sick leave in accordance with a valid collective bargaining agreement or valid employment policy. Clarifies that the term "employee" includes an employee with a nonchronic condition of a short-term nature. (SD1)

RELATING TO PREVAILING WAGES.

Provides for the manner in which the prevailing wages for laborers and mechanics on public work projects is to be established. Allows all individuals to bring suit for injunctive relief for violations of chapter 104. (SD1)

RELATING TO LABOR DISPUTES.

Repeals the prohibition against picketing at the residence or dwelling of any individual.

RELATING TO ELECTRONIC COMMERCE.

Establishes a Hawaii anti-phishing task force to review other jurisdictions' activities on curtailing electronic commerce criminal activities. Requires the task force to submit a report and make recommendations to the 2006 regular session. (SD1)

RELATING TO THE LAND USE COMMISSION.

Requires the governor to appoint 1 member of the land use commission from a list of 3 nominees submitted by the office of Hawaiian affairs. (SD1)

RELATING TO AGRICULTURAL THEFT.

Establishes that it is prima facie evidence that any person in possession of agricultural commodities or livestock without proper certificates knows the character, nature, and value of the commodities. Includes theft of agricultural products that exceed 25 pounds for theft in the second degree. (SD1)

RELATING TO PUBLIC ACCESS TO SHORELINES.

Requires counties to adopt ordinances that require subdividers or developers to connect existing accesses to the shoreline with lateral public access along the shoreline as a condition to final approval of a subdivision. (SD1)
