Increases compensation for court appointed counsel.

RELATING TO GOVERNMENT RECORDS.

Allows state and county agencies to create, accept, retain, or store electronic records, and convert its paper and microfilm records to an electronic format

RELATING TO THE UNIFORM INFORMATION PRACTICES ACT (MODIFIED).

Allows agencies to withhold certain personal identifying information, such as home addresses and social security numbers, in records required to be disclosed under section 92F-12 (a), where disclosure of the information would be a clearly unwarranted invasion of personal privacy.

RELATING TO REIMBURSEMENT FOR LEGAL REPRESENTATION OF MINORS.

Establishes statutory duty for parents to reimburse State for legal representation of minor children in family court or in relation to status violations. Exempts parents determined indigent by court or who are alleged victims of the violation. Provides that court orders mandating reimbursement are enforceable like a civil judgement.

RELATING TO DOMESTIC ABUSE PROTECTIVE ORDERS.

Clarifies that attempts to perform acts enjoined by a temporary restraining order are violations of the order. Provides that orally granted protective orders are effective as of the hearing date, if all parties are present in court, or upon personal service or receipt of order by respondent by certified mail.

MAKING APPROPRIATIONS FOR CAREER CRIMINAL PROSECUTION UNITS AND VICTIM WITNESS ASSISTANCE PROGRAMS.

Appropriates grants-in-aid to the counties for career criminal prosecution units and victim witness assistance programs.

RELATING TO ORDERS FOR PROTECTION.

Makes a third or subsequent conviction for violation of the same protective order a class C felony.

RELATING TO DURESS.

Permits the affirmative defense of duress to be asserted as to any criminal offense, not just those defined by the Penal Code.

RELATING TO DRIVING UNDER THE INFLUENCE OF AN INTOXICANT.

Clarifies that the term of imprisonment for violation of section 291E-61(b)(4), HRS, shall not exceed the maximum term provided in subsections (b)(1), (b)(2), and (b)(3), respectively.

RELATING TO TRAFFIC OFFENSES.

Repeals the penalties provided in section 291C-13, HRS, for violation of that section because penalties are already provided under section 291C-161, HRS.
