Provides emergency fund authorizations and appropriations for collective bargaining cost items for Units 1 and 10 and their excluded counterparts for fiscal biennium 2003-2005

RELATING TO TRAVEL ALLOWANCES.

Limits the amount of allowable travel allowance for a legislator to no more than the maximum amount allowed any federal or state public officer or employee. (HB1235 HD1)

RELATING TO THE LEGISLATURE.

Supports legislator/constituent communication by increasing the legislative allowance from $5,000 to $7,500. Allows the allowance to be regularly adjusted to account for inflation by increasing the allowance by the same amount and at the same time that the legislative salary is increased.

RELATING TO STATE FUNDS.

Proposed draft allows the Public Utilities Commission to use its special fund for administration of Chapter 486H, Hawaii Revised Statutes.

RELATING TO STATE BONDS.

Authorizes issuance of general obligation bonds. Makes findings required by Article XII, section 13 of state constitution to declare that issuance of authorized bonds will not cause debt limit to be exceeded.

RELATING TO STATE FUNDS.

Limits the governor's ability to restrict funds. Requires governor to release funds appropriated by the legislature unless an actual revenue shortfall will occur as a result of the funds' release. Requires funds to be released within 90 days of an appropriation's passage. (HB1666 HD1)

RELATING TO THE BUDGET.

Requires that the governor conduct a public hearing on any proposed restriction or withholding of funds budgeted and appropriated by the legislature, prior to implementing the restriction or withholding.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
