RELATING TO DROUGHT.

Requires the Commission on Water Resource Management of the Department of Land and Natural Resources to establish a Hawaii drought preparedness plan to be included in the Hawaii Water Plan to improve state drought monitoring, planning, mitigation, and response efforts.

RELATING TO AGRICULTURE.

Authorizes the agribusiness development corporation to issue revenue bonds to obtain agricultural land in Waialua from the Galbraith Estate. Enables the agribusiness development corporation to contract with banks to provide lease management services.

RELATING TO KAHANA VALLEY STATE PARK.

Provides for additional families to reside in Kahana valley state park by lease agreements, and establishes an advisory committee to, among other things, monitor compliance with the agreements.

Appropriates moneys to conduct a pilot project for the Kaiaka Bay, Oahu watershed and action plan.

RELATING TO AGRICULTURAL THEFT.

Establishes that the fact that a person is in possession of agricultural commodities without an agricultural certificate is prima facie evidence that the person knows the character, nature, and value of the agricultural commodities; establishes that the fact that a person is in possession of livestock without a livestock certificate is prima facie evidence that the person knows the character, nature, and value of the livestock.

RELATING TO STATE ENTERPRISE ZONES.

Establishes that agricultural businesses shall remain eligible for tax incentives in the event of force majeure; allows agricultural businesses to meet annual gross revenue requirements if the businesses are unable to meet annual full-time employee requirements.

RELATING TO DROUGHT MITIGATING FACILITIES.

Promotes the construction of drought mitigating water storage facilities by increasing the amount of the Drought Mitigating Water Storage Facilities Tax Credit to 20 percent, repealing the date after which the Tax Credit is no longer available, and including costs for ancillary structures as qualifying costs for the Tax Credit.

RELATING TO STATE AGRICULTURAL LEASES.

Requires lease rent appraisals for reopenings of state agricultural leases to be based on non-compounded inflation, rather than fair market value, provided that the lessees are in compliance with the terms of the lease.

RELATING TO AGRICULTURAL LIABILITY.

Exempts qualified farmers from liability when a person who trespasses or commits, or attempts to commit, theft on the farmer's agricultural land is injured.

RELATING TO AGRICULTURE.

Makes an appropriation to DOA to develop guidelines and a marketing plan to obtain export clearances for Japan and other countries.
