RELATING TO LAND USE COMMISSION.

Establishes a presumption that a dwelling is not a permitted farm dwelling in an agricultural district if certain nonagricultural features in a subdivision or development are determined to be present; prohibits and restricts uses and activities; and grandfathers in existing lawful uses and buildings. RELATING TO IMPROVING WATER QUALITY.

Appropriates funds for the Center for Conservation and Research Training at UH to, during phase 1, develop best strategies consistent with comprehensive watershed management to improve the water quality of Lake Wilson and to implement phase 2, a pilot demonstration project of constructed wetland designs. RELATING TO LAND CONSERVATION.

Requires 25 percent of real estate conveyance tax revenues to be deposited annually into the Land Conservation Fund. Allows grants to state agencies, counties, and nonprofit land conservation organizations to acquire interest in lands having value as state resources. Exempts the Land Conservation Fund from the 5 percent fee collected for government central service expenses relating to all special funds. (HB1308 HD1)

RELATING TO AGRICULTURAL LIABILITY.

Exempts qualified farmers from liability when a person who trespasses and commits, or attempts to commit, theft on the farmer's agricultural land is injured. (HB1639 HD2)

RELATING TO IMPORTANT AGRICULTURAL LANDS.

Establishes important agricultural lands (IALs) identification and designation process; requires an incentives study; makes identification of IALs contingent on enactment of legislative incentives; establishes a tax credit for improvement of agricultural infrastructure on IALs; appropriates funds. RELATING TO NON-AGRICULTURAL PARK LANDS.

Establishes the Non-Agricultural Park Land Special Fund to pay for costs incurred in managing, administering, and overseeing non-agricultural park lands that are transferred, or in the process of being transferred, to the Department of Agriculture. (HB1641 HD1)
