RELATING TO SHORELINE.

Clarifies the definition of "shoreline". Establishes notice requirements for shoreline certification applications. Authorizes state land surveyor to review shoreline certification during 12 month validity period and rescind certification under certain circumstances.

RELATING TO JURISDICTION OF PIER 1 AND PIER 2.

Excludes Pier 1 and Pier 2 from Kakaako community development district. Reverts ownership, jurisdiction, and control over maintenance, operations, and development of Pier 1 and Pier 2 to DOT, including the submerged lands thereunder.

RELATING TO WATER USE PERMIT APPLICATIONS.

Allows late filings and time extensions of water use permit applications to continue existing uses, beyond 1 year from the effective date of the designation of a water management area with just cause. Reduces the number of notices sent by the Commission on Water Resource Management to apprise existing users of the need to file a water use permit application to continue an existing use.

RELATING TO OCEAN RECREATION.

Requires the department of land and natural resources to consider user conflicts, address environmental concerns, and balance commercial activities along the coast in issuing permits for commercial ocean activities on the Waianae coast. (SD1)

RELATING TO WAIMANO RIDGE.

Requires at least ninety day notification to the community associations and community boards surrounding the Waimano ridge area of Oahu and the legislature prior to any new or expended use or contemplated additional development of existing leased lands or facilities on state-owned land in the Waimano ridge area of Oahu. RELATING TO LAND USE.

Requires that any deed, lease, agreement of sale, mortgage, or other instrument of conveyance of any property reclassified from agricultural district to any other district, where the property is within 500 yards of a property within an agricultural district, shall disclose that fact.
