RELATING TO ENVIRONMENTAL PROTECTION. Provides a stable funding mechanism to provide for the natural area reserves system.

RELATING TO LAND CONSERVATION. Requires 25% of real estate conveyance tax collected be deposited into the land conservation fund. Allows grants to state agencies, counties, and nonprofit land conservation organizations to acquire interest in lands having a value as a resource to the State.

RELATING TO ENVIRONMENTAL PROTECTION. Changes the conveyance tax rate to an unspecified rate; establishes that projects undertaken in accordance with management of the natural area reserves system are included in the list of priorities for funds disbursed from the natural area reserve fund.

Prohibits use of potable water to irrigate golf courses by 2010 except where there is no reasonably available source of nonpotable water or use of nonpotable water poses a threat to public health and safety or other surface and ground water uses. Defines potable water. Emphasizes role of recycled water in comprehensive water resource planning and management policy.

RELATING TO CONSERVATION LAND. Provides an unspecified percentage for a conservation land tax credit, based on land (not exceeding an unspecified value), donated to and accepted by the State that is in a conservation land use district or for a land owner who voluntarily reclassifies residentially zoned land to conservation and initiates the rezoning process, or for amounts invested in management of conservation or watershed land.

RELATING TO FLOOD CONTROL. Appropriates $250,000 for fiscal year 2005-2006 and $500,000 for fiscal year 2006-2007 for the Center for Conservation and Research Training to develop and coordinate the implementations of watershed management strategies to control flooding in two of Hawaii's most severely flood-impacted watersheds as identified by the Center.
