Description: Clarifies and adds definitions to the Environmental Impact Statement law relating to wastewater treatment. Authorizes the Office of Environmental Quality Control to review an agency's determination whether a proposed action may have a significant effect on the environment if the agency making the determination is also the agency proposing the action.
