RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Allows a homestead lessee who is at least 1/4 Hawaiian to designate a brother or sister to succeed to the leasehold interest in the tract.

Clarifies that police officers and sheriffs have the authority and duty to enforce quarantine orders when required by the Department of Health.

Clarifies that deputy sheriffs and narcotics enforcement officers, and AG investigators must report child abuse cases, and have the authority to take a child victim into protective custody.

Repeals State's electronic surveillance statute and conforms the State's electronic surveillance laws to federal laws; regulates oral, electronic, and wire communications surveillance and interception; sets procedures for surveillance and interception. (SD2)

RELATING TO PSEUDOEPHEDRINE.

Requires that any material, compound, mixture, or preparation that contains any quantity of pseudoephedrine be dispensed by a licensed pharmacist. Requires a person to show identification to acquire any such material, and requires a pharmacy to keep a record.

RELATING TO FINANCIAL SERVICE LOAN COMPANIES.

Allows financial services loan companies to impose a returned check fee, up to $20. Limits fees on consumer loans secured by real property to 1% of the loan principal. Expands permissible consumer loan-related fees to include fees for real property tax services and wire transfers. (SD1)

Repeals the June 30, 2005, sunset date of the family child care home law.

RELATING TO TRADITIONAL HAWAIIAN HEALING PRACTICES.

Changes "panel" to "kupuna council" in relation to regulating traditional native Hawaii healing practices. Makes the kupuna council independent from the State. (SD2)

RELATING TO THE CRIME VICTIM COMPENSATION.

Exempts the crime victim compensation commission from central services and administrative expenses. Authorizes the commission to compensate surviving relatives of a deceased victim for mental health services. Authorizes the garnishment of a committed person's earnings to pay crime victim compensation fees ordered by the court.

Provides the authority to the state fire council to expend federal grant funds for the purpose of firefighting training. (SD1)
