A BILL FOR AN ACT

 

RELATING TO ELECTRICIANS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Section 448E-1, Hawaii Revised Statutes, is amended as follows:

1. By adding a new definition to be appropriately inserted and to read:

""Electrical work" means all electrical wiring and other work within the scope and purpose of the National Electric Code related to the distribution and operation of electrical energy in the State of Hawaii, regardless of the location of such work."

2. By amending the definitions of "journey worker electrician", "journey worker industrial electrician", "journey worker specialty electrician", "maintenance electrician", "supervising electrician", "supervising industrial electrician", and "supervising specialty electrician" to read:

""Journey worker electrician" means any person who has been licensed by the board as a journey worker electrician to perform and direct all phases of electrical work[.], including but not limited to industrial, specialty, and maintenance work related to the installation, repair, alteration, and maintenance of any and all electrical systems within the scope and purpose of the National Electric Code.

"Journey worker industrial electrician" means any person who has been licensed by the board as a journey worker industrial electrician to perform, direct, and maintain electrical work related to substation, switchgear, automatic controls, and all other industrial electrical work in existing industrial buildings and work places[.], but not including the installation of raceways.

"Journey worker specialty electrician" means any person who has been licensed by the board as a journey worker specialty electrician to perform and direct electrical work related to [installing, repairing, altering, and maintaining but not the attachment of lighting and power circuits to, the following: electronic equipment, sound public address systems, and communication systems, other than equipment and systems for a single-family or two-family dwelling; master or community radio and television receiving antenna systems; sound recording systems, other than systems for a single-family or two-family dwelling; burglar and fire alarm systems; low voltage remote control, other than a control for a single-family or two-family dwelling; and low voltage communication signal systems.] the installation, repair, alteration, and maintenance of low voltage systems that operate at fifty volts or less, but not including the attachment of lighting or power circuits, or the installation of raceways.

"Maintenance electrician" means any person who has been licensed by the board as a maintenance electrician to [maintain electrical] perform electrical maintenance work.

"Supervising electrician" means any person who has been licensed by the board as a supervising electrician to perform, direct, and supervise the performance of electrical work [and to perform electrical work.], including but not limited to industrial, specialty, and maintenance work related to the installation, repair, alteration, and maintenance of any and all electrical systems within the scope and purpose of the National Electric Code. The supervising electrician shall provide overall supervision and general direction and shall be responsible for the proper installation of electrical work.

"Supervising industrial electrician" means any person who has been licensed by the board as a supervising industrial electrician to perform, direct, maintain, and supervise the performance of electrical work related to substation, switchgear, automatic controls, and all other industrial electrical work in existing industrial buildings and work places[.], but not including the installation of raceways. The supervising industrial electrician shall provide overall supervision and general direction and shall be responsible for the proper installation of electrical work.

"Supervising specialty electrician" means any person who has been licensed by the board as a supervising specialty electrician to perform, direct, and supervise the performance of electrical work related to [installing, repairing, altering, and maintaining, but not the attachment of lighting and power circuits, to the following: electronic equipment, sound public address systems, other than equipment and systems for a single-family or two- family dwelling; master or community radio and television receiving antenna system; sound recording systems other than systems for a single-family or a two-family dwelling; burglar and fire alarm systems; low voltage remote control, other than control for a single-family or two-family dwelling; and low voltage communication signal systems.] the installation, repair, alteration, and maintenance of low voltage systems that operate at fifty volts or less, but not including the attachment of lighting or power circuits or the installation of raceways. SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.

SECTION 3. This Act shall take effect upon its approval.
