A BILL FOR AN ACT

 

RELATING TO THE UNIVERSITY OF HAWAII.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the University of Hawaii-West Oahu provides an environment where students and faculty can discover, examine, preserve, and transmit knowledge and values that provide the foundation for the development of present and future generations of citizens and results in the improvement of the quality of life for all.

The purpose of this Act is to relocate the college of education from the University of Hawaii at Manoa to the University of Hawaii-West Oahu. The college of education is comprised of a diverse mix of faculty, staff, and students whose aims are to advance and generate knowledge in the fields of education, human development, counseling, administration, assessment, evaluation, research, technology, disabilities, and other related disciplines.

The University of Hawaii-West Oahu has approximately one thousand five hundred largely undeveloped acres of land and is currently developing a new campus that should be used to address the lack of modern, quality facilities that the college of education has historically identified as hampering its goals.

The relocation of the college of education will also facilitate the growth of the University of Hawaii-West Oahu by serving as its academic anchor and educating perspective teachers in the community where over twenty-five per cent of all new teachers employed by the department of education are placed.

The legislature further finds that the relocation is an issue of statewide concern.

SECTION 2. Section 304-20, Hawaii Revised Statutes, is amended by amending subsection (a) to read as follows:

"(a) The college of education shall be affiliated with the university and shall be under the jurisdiction and management of the board of regents. The college of education shall be located on the University of Hawaii-West Oahu campus. The board may grant appropriate degrees to properly qualified graduates of the college of education. In the matter of the curriculum, the university authorities may obtain the approval of the department of education. The mission of the college is to:

(1) Prepare and provide ongoing professional development of teachers, administrators, counselors, and related professionals at undergraduate and graduate levels primarily to meet the needs of Hawaii schools;

(2) Generate, synthesize, and apply knowledge in education and related fields through teaching, research, and other scholarly activities; and

(3) Provide service and support to the local, national, and global educational and related communities."

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval; provided that the college of education shall begin to be administratively transferred to the West Oahu campus in a manner that does not threaten the accreditation of the college of education; and provided further that the college of education shall be physically moved to the West Oahu campus as soon as the construction of its facilities has been completed.
