A BILL FOR AN ACT

 

making an appropriation to match environmental protection agency funds for the west maui soil and water conservation district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The west Maui soil and water conservation district was formed to fight the effects of heavy rainfall in Lahaina and encourage water conservation around the island. Since 1948, the district has worked together to complete research projects, build flood control infrastructure, seek funding, and educate the public.

Integral to the west Maui soil and water conservation district is the need to protect and maintain island watersheds. The legislature finds that the State's watersheds are a primary source of clean water and home to native plants and animals. Sustaining life in Hawaii requires partnerships with public and private entities to protect watersheds.

The purpose of this Act is to appropriate funds to the west Maui soil and water conservation district for watershed management.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $100,000 or so much thereof as may be necessary for fiscal year 2006-2007 for watershed management in the west Maui soil and water conservation district; provided that no funds shall be made available under this Act unless dollar-for-dollar environmental protection agency matching funds for this purpose are first made available.

The sum appropriated shall be expended by the governing body of the west Maui soil and water conservation district for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2006.
