A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR THE UNIVERSITY OF HAWAII.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Over the past several years, a significant number of new renovated buildings were added to at the physical plant inventory at the University of Hawaii at Manoa. This along with the dramatic rise in oil prices, has resulted in a dramatic increase in the cost of electricity. Additional appropriations were not provided and the campus was forced to reallocate resources from a severely constrained budget to provide for the additional costs associated with the increased demand for electricity. The campus allocated more than $2,100,000 each year to address the budget shortfalls through assessments made against program operating budgets. This Act will provide the funding needed to restore the University's physical plant inventory. With this additional funding, the University of Hawaii at Manoa will meet its planning objectives and restore funding assessments imposed on instruction, research, and student services programs.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $5,408,017, or so much thereof as may be necessary for fiscal year 2006-2007, for utility and maintenance expenses at the University of Hawaii at Manoa as follows:

Electricity increases $4,338,344

Sewage rate increases 224,673

Service and maintenance contracts 845,000

SECTION 3. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
