A BILL FOR AN ACT

 

making an appropriation FOR school repair and maintenance.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that a key component in improving public education in Hawaii is the provision of school facilities that support and enhance academic programs. School repair and maintenance has been sacrificed in recent years due to budget constraints. The legislature further finds that no public school in the State is given sufficient funds to cover all of its repair and maintenance needs, so deterioration and degradation of each school campus compounds with each passing year. The general practice has been to repair the most critical, health-threatening conditions or to tackle the least-involved projects in order to keep facilities operating. This is an imprudent plan, culminating in a school renovation and repair crisis every year.

The legislature further finds that education is universally recognized as the key to Hawaii's future in a global, high-technology economy. Except for the newest campuses, schools statewide will never support the kind of teaching our students deserve if facilities become rundown, unhealthy, and even dangerous.

The purpose of this Act is to appropriate funds for school repair and maintenance and to create the necessary positions to accomplish the proper maintenance of all our public school facilities.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000,000, or so much thereof as may be necessary for fiscal year 2005-2006, and $200,000,000, or so much thereof as may be necessary for fiscal year 2006-2007, for repair and maintenance for all public school facilities, including:

I. Classroom renovations:

$           Design, materials, and construction.

II. Hiring additional building inspectors:

(A) $           for 2.0 full-time positions for the city and county of Honolulu;

(B) $           for ___ full-time positions for Maui county;

(C) $           for ___ full-time positions for Kauai county; and

(D) $           for ___ full-time positions for Hawaii county.

III. Hiring additional plumbers and electricians:

(A) $           for 2.0 full-time plumber positions and 2.0 full-time electrician positions for the city and county of Honolulu;

(B) $           for ___ full-time plumber positions and ____ full-time electrician positions for Maui county;

(C) $           for ___ full-time plumber positions and ___ full-time electrician positions for Kauai county; and

(D) $           for ___ full-time plumber positions and ___ full-time electrician positions for Hawaii county.

IV. Hiring additional construction worker positions:

(A) $           for ____ full-time construction workers for the city and county of Honolulu;

(B) $           for ____ full-time construction workers for Maui county;

(C) $           for ___ full-time construction workers for Kauai county; and

(D) $           for ___ full-time construction workers for Hawaii county.

SECTION 3. The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2005.
