HOUSE CONCURRENT

RESOLUTION

 

REQUESTING THE DEPARTMENT OF TRANSPORTATION TO INSTALL A LIGHTED CROSSWALK ON KAMEHAMEHA HIGHWAY in kaneohe, oahu, AT THE CROSSWALK BETWEEN LILIPUNA ROAD AND MEHANA STREET.

 

 

WHEREAS, in 2003, Hawaii ranked fifth in the nation in per capita pedestrian deaths and first in the nation in terms of the percentage of all fatal accidents involving pedestrians; and

WHEREAS, most of the pedestrian deaths in Hawaii have occurred along major roadways, such as Kamehameha and Farrington Highways, and major collector roads that feed into main thoroughfares; and

WHEREAS, the segment of Kamehameha Highway between Lilipuna Road and Mehana Street is a particularly hazardous segment of highway for pedestrians, with reports of accidents and near misses occurring frequently; and

WHEREAS, though there is a marked crosswalk in this segment of Kamehameha Highway, crossing the street remains hazardous for pedestrians, as evidenced by the pedestrian fatality that occurred in that crosswalk in late 2005; and

WHEREAS, poor visibility of pedestrians in crosswalks, such as the crosswalk in this segment of Kamehameha Highway, is of major concern; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that the Department of Transportation is requested to install a lighted crosswalk with lighted reflectors on Kamehameha Highway in Kaneohe, Oahu, at the crosswalk between Lilipuna Road and Mehana Street; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
