HOUSE CONCURRENT

RESOLUTION

 

REquesting the united states trade representative TO include a representative of the state of hawaii in the membership of the intergovernmental policy advisory committee on trade and designate this representative as the single POINT of contact for the state of hawaii.

 

 

WHEREAS, as global economic integration increases, trade rules and trade institutions are expanding their reach, subjecting state measures and practices to both scrutiny and economic sanction; and

WHEREAS, as a result of this trend, there is a growing imbalance between federal primacy in establishing and implementing trade policy and the primacy of the states in other matters not reserved to the Federal government in the United States Constitution; and

WHEREAS, Hawaii is a small economy dependent on the free movement of people, goods, and services; and

WHEREAS, effective dialogue between the United States Trade Representative and the Governor and Legislature of the State of Hawaii is needed to manage this trend; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that the United States Trade Representative is requested to include a representative of the State of Hawaii in the membership of the Intergovernmental Policy Advisory Committee on Trade; and

BE IT FURTHER RESOLVED that the United States Trade Representative designate the representative of the State of Hawaii to the Intergovernmental Policy Advisory Committee on Trade as the single point of contact for the State of Hawaii; and

BE IT FURTHER RESOLVED that the Governor of the State of Hawaii appoint a representative to the Intergovernmental Policy Advisory Committee on Trade to act on behalf of the State of Hawaii on the committee and as the single point of contact for the State of Hawaii with the United States Trade Representative; and

BE IT FURTHER RESOLVED that the appointed representative to the Intergovernmental Policy Advisory Committee on Trade and single point of contact for the State of Hawaii brief the House of Representatives and the Senate every 90 days on pending issues before the United States Trade Representative and their estimated impacts on the State of Hawaii; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to Hawaii's congressional delegation, the United States Trade Representative, and the Governor of the State of Hawaii.
