HOUSE CONCURRENT

RESOLUTION

 

REQUESTING THE DEPARTMENT OF HAWAIIAN HOME LANDS TO ESTABLISH AND FUND A COMMUNITY DEVELOPMENT FUND WITH PROCEEDS GENERATED FROM THE NATIONAL REGIONAL LIBRARY FACILITY TO ASSIST HOMESTEAD COMMUNITY ASSOCIATIONS AT MANAGING AND PROVIDING SERVICES TO THEIR COMMUNITIES.

 

 

WHEREAS, the intent of the Hawaiian Homes Commission Act of 1920, as amended, is to return native Hawaiians to the lands from which they had been alienated; and

WHEREAS, the intent was that returning native Hawaiians to the land would allow for the native Hawaiians to participate in building a community; and

WHEREAS, the growth of the community would lead to the development of skills and expertise needed for self-governance and self-determination, the ultimate intent of the Hawaiian Homes Commission Act; and

WHEREAS, native Hawaiian homestead community associations are organizations of volunteers who come together to improve the conditions of their communities; and

WHEREAS, a majority of these community associations lack the expertise and resources to implement programs and services that would improve the life conditions in the homestead community; and

WHEREAS, the Department of Hawaiian Home Lands receives revenues from commercial enterprises conducted on the lands of the Hawaiian home lands trust; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that the Department of Hawaiian Home Land is requested to work to establish and fund a community development fund financed through funds generated from the National Regional Library Facility to assist homestead community associations in managing and providing services to their communities; and

BE IT FURTHER RESOLVED that the Department of Hawaiian Home Lands is requested to establish the fund in consultation with the State Council of Hawaiian Homestead Associations by the end of June 2006; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson and members of the Hawaiian Homes Commission and the Governor.
