Authorizes the ethics commission to impose an administrative fine not to exceed $500 for a violation of the state ethics law.

Conforms Hawaii law with the requirements of the federal commercial driver licensing statutes.

RELATING TO SOLICITATION OF FUNDS FOR CHARITABLE PURPOSES.

Requires professional solicitors to disclose to contributors whether a donation will be tax deductible and solicitors' full legal name, address and phone number. Adopts clarifying amendments to the definitions of "contribution," "professional fund-raising counsel," and "professional solicitor." Allows the attorney general to suspend or revoke any registration where the registrant has failed to file, or filed an incomplete financial report as required.

Appropriates funds for a grant-in-aid to the Prosecuting Attorney's office of each county for the career criminal prosecution units and the victim witness assistance programs.

Appropriates funds to members of the interagency council on intermediate sanctions to carry out its 5-year strategic plan to reduce adult offender recidivism and to institutionalize enhancements to Hawaii's criminal justice system.

RELATING TO CRIMINAL HISTORY RECORD INFORMATION.

Provides a single fee for criminal history record checks by name, fingerprints, and other identifying information conducted by the Hawaii Criminal Justice Data Center and other state and county agencies. Updates the fee schedule for criminal history record check services to include criminal history record checks done via the Internet. Extends the fee exemption to include nonprofit charitable organizations for criminal history record checks conducted on adult volunteers having direct contact with the elderly and disabled.

PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO SEXUAL ASSAULT.

Proposes an amendment to article I of the State Constitution to provide that the Legislature may define what behavior constitutes a continuing course of conduct in sexual assault crimes against minors younger than fourteen years of age, and that the Legislature may define what constitutes the unanimity that is required for a conviction in sexual assault crimes.
