RELATING TO TAXATION.

Phases out the general excise tax by 2013 on services rendered by health care providers in rural areas federally designated as having a shortage of health professional services. Sunsets on January 1, 2020.

Provides a general excise tax exemption for amounts received for the purchase of any supplemental food recommended by the "WIC" food program.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR THE ADULT MENTAL HEALTH DIVISION.

Emergency appropriation for FY 2005 - 2006 ($4, 724, 703) general funds. Authorizes an increase in the expenditure ceiling of the Mental Health and Substance Abuse Special Fund by an additional $6, 148, 944 to DOH, adult mental health division, for ongoing services provided at Hawaii State Hospital and community-based services.

Emergency appropriation ($1, 000, 000) in Early Intervention Special Fund monies for FY 2005-2006 for the DOH Healthy Start Program.

Appropriates up to $350,000 per school complex for existing or emerging community coalitions to coordinate local anti-drug community efforts, fill service gaps, and implement best practice prevention programs.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST THE HAWAII MEDICAL CENTER, L.L.C.

Authorizes the issuance of special purpose revenue bonds to assist the Hawaii Medical Center, L.L.C., in financing equipment purchases and the construction and improvement of health care facilities.

RELATING TO TAXATION.

Exempts amounts received by trusts whose sole beneficiaries are blind, deaf, or disabled from up to $2,000 in general excise tax liability. Limits general excise tax amounts collected from the trusts to one-half percent.
