RELATING TO PUBLIC WORK PROJECTS.

Requires a construction project owner who undertakes a construction project to be used by the State or a county to sign a lease agreement that certifies compliance with the State's public works prevailing wage law. Requires that copies of the lease agreement be filed with the departments of labor and industrial relations and accounting and general services.

RELATING TO PUBLIC EMPLOYMENT.

Removes the requirement that applicants must be a resident of Hawaii at the time of their application. Allows the director of a jurisdiction to waive the "residency during employment" requirements for positions within that jurisdiction.

RELATING TO THE PUBLIC EMPLOYEES' TRUST FUND.

Establishes a Public Employees' Trust Fund and a board of trustees for the fund to offset costs incurred by the State to fund public employee health benefit costs. Makes an appropriation to the fund. Prohibits the tapping of moneys until the fund's principal reaches $1,000,000,000.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Addresses employees' retirement system's unfunded liability by appropriating funds to lower the unfunded liability and establish a mechanism to channel funds towards paying off the unfunded liability during years of revenue surplus.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Excludes from membership in the hybrid plan members of the employees' retirement system who received in-service refunds of pension contributions made under section 414 (h) (2) of the IRC. Repeals the provision for hardship withdrawal of employees' retirement system contributions.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Provides for automatic post retirement allowance increases based upon the number of years of credited service and the number of years in retirement.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Nullifies the effective date of retirement requirement for ordinary disability retirement under rules of the employees' retirement system, and establishes that if an ordinary disability retirement applicant continues to work at the applicant's regular job, or remains on payroll by taking paid sick or vacation leave of absence, the effective date of retirement shall be the first day of the month following the month the applicant terminates employment or goes off the payroll.

Allows an elective officer who attains the age of 65 to retire and receive a service retirement allowance while continuing to fill an elective position.
