Repeals section 134-8(c) prohibition against manufacture, possession, sale, barter, trade, gift, transfer, or acquisition of detachable ammunition magazines with a capacity in excess of ten rounds.

RELATING TO PUBLIC SAFETY.

Prohibits the state or counties from expending federal funds under the State Homeland Security Program (Program) unless the state Department of Defense submits a report detailing expenditures under the Program and a plan for homeland security that includes certain priorities. (HB2444 HD1)

ESTABLISHING A STATE COMMISSION ON EMERGENCY RESPONSE.

Establishes the Prepared Emergency Response Plan Commission to develop a unified strategy for state, federal, and county mitigation responsibilities and programs and increase preparedness for natural disasters.

RELATING TO CIVIL DEFENSE.

Directs the State Civil Defense Division to work with knowledgeable parties to compile information relating to disaster hazards across the State into a manageable and accessible electronic form and update it. Establishes the Commission on Disaster Hazard Information to oversee the process of compiling and updating this information.

RELATING TO CIVIL DEFENSE.

Directs Director of Civil Defense and local organizations for civil defense operating or maintaining emergency shelters to make area available to shelter domestic pets.

MAKING AN APPROPRIATION FOR INCREASING POWER GENERATING CAPACITY FOR THE QUEEN'S MEDICAL CENTER.

Appropriates $11,000,000 from the Hurricane Reserve Trust Fund for a chapter 42F grant to The Queen's Medical Center to upgrade generator capacity for its trauma center to ensure sufficient capacity in the event of a major disaster.

RELATING TO BUILDING IMPROVEMENTS.

Establishes a tax credit for improvement and renovation costs incurred by taxpayers for certain buildings to make such buildings more resistant to natural disasters.

RELATING TO LAND DEVELOPMENT.

Creates strict liability for landowner or developer of land with slope of 20% or more for damage or injury to down-slope property and persons from rock or land slides.

RELATING TO PRINCIPAL PRIVATE DETECTIVES AND GUARDS.

Repeals the requirement that principal detectives and principal guards must be residents of the State to qualify for licensure. Codifies the policy of allowing out-of-state principal detectives and principal guards to be licensed, provided they are fully responsible for the direct management and control of the agency and the agency's employees when detective services are being provided in the State. Allows an agency to emply more than one principal detective or principal guard.
