RELATING TO DISASTER PLANNING.

Establishes a program under the executive office on aging for disaster planning and preparation for at-risk individuals. Makes appropriation.

RELATING TO PROCUREMENT.

Grants Hawaii health systems corporation a limited exemption from procurement code to allow for best practices patient care; establishes a procurement officer position for HHSC.

MAKING AN APPROPRIATION FOR HURRICANE PREPAREDNESS.

Funds a study to conduct a structural analysis of each hospital and nursing home facility to determine their ability to withstand hurricanes. Makes appropriation.

RELATING TO DERELICT VEHICLE.

Amends the definition of derelict to include vehicles deemed abandoned and delete vehicles that are ten years or older.

RELATING TO WAIVER OF ABANDONED VEHICLE PUBLIC AUCTION REQUIREMENTS.

Increases from $250 to $1,000 the value of an abandoned vehicle for which public auction requirements may be waived. Removes requirement for the value of the vehicle to be appraised.

Excludes state-owned airport facilities from inspection duties of the county fire chief.

Clarifies quorum requirement under sunshine law to allow for action to be taken by majority of members who have been appointed.

RELATING TO VEHICLES.

Allows a private road to be deemed "public" for removal of abandoned vehicle purposes if the owner of the road is unknown or cannot be located.

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Requires DOT, to the extent practicable, to comply with county outdoor lighting ordinances at airports, harbors, and highways and to provide fully shielded lens fixtures on all outdoor lighting fixtures.

Appropriates $2,000,000 as a grant-in-aid to Kauai county for land acquisition and planning for improvements to Pouli road, Kauai.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR IMPROVEMENTS TO KUHIO HIGHWAY, KAUAI.

Appropriates $15,000,000 in general obligation bonds to Kauai county for improvements to Kuhio Highway.
