Directs County of Maui to limit access on the Makena-Keoneoio government road through the Ahihi-Kinau natural area reserve.

Designates "coqui frogs" as a pest subject to control or eradication by the department of agriculture.

Establishes Ahu o Laka State Monument; restricts activities at the Ahu o Laka State Monument.

RELATING TO MARINE INVERTEBRATES.

Prohibits the commercial taking or sale of female ula (spiny lobster), Kona crab, and Samoan crab.

RELATING TO HARBORS.

Authorizes the DLNR to increase issuance of commercial permits in state boating facilities and to limit issuance of commercial permits in small boat harbors if permits create a negative impact on public health or the environment.

RELATING TO CONSERVATION AND RESOURCES.

Requires the department of land and natural resources to hold a public hearing prior to allowing the public to use a privately leased launching ramp, pier, wharf, or landing.
