Requires, rather than permits, a background check for certain employees of condominiums.

Provides for the immediate DNA testing of all felons who are currently incarcerated. Allows for post conviction DNA testing for those who were not convicted but were acquitted of a crime on the ground of physical or mental disease, disorder, or defect. (SD1)

RELATING TO COMMUNITY DEVELOPMENT.

(1) Establishes the Kakaako central small business district; (2) returns zoning and land use controls for the Kakaako central small business district to the jurisdiction of the city and county of Honolulu; and (3) places a restriction on infrastructure and street improvements in the Kakaako central small business district by the HCDA. MAKING AN APPROPRIATION FOR SUBSTANCE ABUSE ASSESSMENTS FOR UNINSURED STUDENTS.

Establishes an "assessment bank" to cover the cost of substance abuse assessments for uninsured students who are found to be in violation of the department of education's zero tolerance policy relating to alcohol and other drugs. Makes appropriation. (SD2)
