RELATING TO TAXATION.

Establishes Integrated Tax Information Management Systems Special Fund (Fund) to receive revenues from the integrated tax information management systems post-implementation revenue-generating initiatives. Adopts amendments to Hawaii tax laws to implement the streamlined sales and use tax agreement. (SD3)

RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT.

Creates a collective bargaining unit for substitute teachers of the department of education, including part-time substitute teachers working less than one-half of a full-time equivalent, but gives them the option of joining an appropriate and existing bargaining unit. RELATING TO HEALTH.

RELATING TO AGRICULTURE.

Enables the agribusiness development corporation to contract with banks to provide lease management services. Allows ADC to purchase, accept, and maintain conservation easements. RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Requires criminal history record checks on persons providing care or having access to residents of healthcare facilities. Effective date July 1, 2020. (SB2343 HD2)

RELATING TO HIGHWAY SAFETY.

Increases the penalties for motorists who violate Hawaii's crosswalk law. Establishes the photo red light imaging detector systems program and authorizes counties to administer the program. (SB2385 HD2)

RELATING TO COMMUNITY DEVELOPMENT.

(1) Establishes the Kakaako central small business district; (2) returns zoning and land use controls for the Kakaako central small business district to the jurisdiction of the city and county of Honolulu; and (3) places a restriction on infrastructure construction and street improvements in the Kakaako central small business district by the HCDA. Effective date July 1, 2020. (SB2550 HD1)

RELATING TO DIGITAL MEDIA.

Temporarily replaces the motion picture and film production tax credit with the motion picture, digital media, and film production tax credit which provides an income tax credit amounting to 15% of qualified production costs incurred, in any county of Hawaii with a population over 700,000, and 20% in any county of Hawaii with a population under 700,000. Establishes criteria to qualify for the tax credit. Caps credit at $8,000,000 per production. (SB2570 HD2)

RELATING TO EMPLOYMENT PRACTICES.

Prohibits an employer from discharging or otherwise punishing an employee for the lawful use of the employee's accrued and available sick leave. Effective 7/1/2050. (SB3021 HD2)

RELATING TO SOLID WASTE.

Increases the volume limit of deposit beverage containers from 64 to 68 fluid ounces. Requires distributors to report container numbers sold and make fee payments on that basis. Specifies redemption center operating hours. Permits calculation of redemption value by container count in certain instances. Allows refusal of refund for previously processed and baled containers. Effective date 7/1/2020. (SB3181 HD2)

RELATING TO SUBSTITUTE TEACHERS.

Establishes that the compensation of substitute teachers shall be tied to the salary or wage increases provided to licensed class II teachers of the department of education. Effective date July 1, 2020. (SB3197 HD1)

RELATING TO SUBSTANCE ABUSE.

Improves the process by which public school students are assessed and treated for substance abuse by amending the zero tolerance policy (Policy) for drugs and alcohol in public schools, including allowing certified substance abuse counselors to conduct assessments to qualify individuals for substance abuse-related insurance benefits, and making permanent the provisions that allow a child who violates the Policy to return to school earlier than indicated in the original disciplinary determination.
