A BILL FOR AN ACT


 

 

MAKING AN APPROPRIATION FOR COVERAGE OF CERTIFIED SUBSTANCE ABUSE COUNSELORS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that there is a severe shortage of substance abuse counseling resources and behavioral health services in the Waianae area.  Unfortunately, this shortage of services is in an area of the State where health services are badly needed, as Waianae has a large population of homeless and uninsured that are in need of substance abuse and behavioral health treatment.  The purpose of this Act is to appropriate funds for a pilot program, to be administered through the Waianae Coast Comprehensive Health Center, that will provide substance abuse counseling and behavioral health services to that area's homeless and uninsured population.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $65,000, or so much thereof as may be necessary for fiscal year 2007-2008, for a pilot program to include coverage of certified substance abuse counselors for providing behavior health services through the comprehensive primary care services contract with Waianae Coast Comprehensive Health Center.

     The sum appropriated shall be expended by the family health services division of the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect upon its approval.
