A BILL FOR AN ACT

 

 

relating to civil defense.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature recognizes that emergency management is one of the most important functions of state government in the protection of lives and property against disasters.  Every available minute is needed to assess potentially dangerous situations and the State must be in a position to coordinate warnings and actions to protect lives and property.  Therefore, it is the intent of the legislature to expand and improve Hawaii's emergency management operations by supporting the construction of a new state emergency operating center.  The around the clock warning capability that the state emergency operations center can provide should be placed in a technologically advanced facility that is capable of accommodating appropriate public and private emergency response organizations with requisite communications and information management systems. 

     The purpose of this Act is to authorize the issuance of general obligation bonds for the planning, design, and construction of a new state emergency operating center.

     SECTION 2.  The director of finance is authorized to issue general obligations bonds in the sum of $40,000,000, or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary, is appropriated for fiscal year 2007-2008, for the planning, design, and construction of a new state emergency operating center.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act. 

     SECTION 3.  This Act shall take effect on July 1, 2007.
