A BILL FOR AN ACT
RELATING TO HIGHER EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The University of Hawaii shall establish a textbook lending library program at each of its community colleges to assist students in need.
(b) The University of Hawaii shall establish eligibility requirements for users of the textbook lending library program, which may include:
(1) Enrollment in a community college course or program;
(2) Registration for the semester in which the textbooks will be used;
(3) Demonstration of financial need or enrollment in a remedial or developmental class; and
(4) Good standing with the textbook lending library program.
(c) The University of Hawaii shall establish a borrowing process for the textbook lending library program, which may include:
(1) Completion of an application;
(2) Submission of a list of textbooks requested for the semester, including the textbook title, author, and edition; provided that requests are fulfilled on a first-come, first-served basis;
(3) An approval process for applications; provided that after an application is approved, the student may pick up their textbooks if the textbooks are available; and
(4) A deadline by which textbooks must be returned after the semester, after which the student will no longer be eligible to use the textbook lending library;
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2007-2008 for a textbook lending library program to assist students in need at each University of Hawaii community college, including:
(1) Hawaii community college;
(2) Honolulu community college;
(3) Kapiolani community college;
(4) Kauai community college;
(5) Leeward community college;
(6) Maui community college; and
(7) Windward community college.
The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2007.
