HOUSE CONCURRENT

RESOLUTION

 

 

requesting the Department of Transportation to study the feasibility of constructing a direct access on-ramp from the Kaneohe-bound lanes of the Likelike Highway onto the windward-bound lanes of the Interstate H-3 Freeway to Kailua in order to facilitate travel and reduce traffic congestion in kaneohe town.

 

 

 


     WHEREAS, the Interstate H-3 Freeway is a sixteen-mile highway that runs from Halawa in the Aiea area of Oahu to the Kaneohe Marine Corps Base Hawaii on windward Oahu; and

 

     WHEREAS, since December 12, 1997 when it was first opened, the Interstate H-3 Freeway has provided residents an alternate, direct trans-Koolau route other than the Likelike Highway; and

 

     WHEREAS, motorists traveling to the windward side of Oahu on the Interstate H-3 Freeway are able to continue onward to Kaneohe by exiting the Freeway onto the Likelike Highway or to continue onward to the Kaneohe Marine Corps Base or Kailua directly on the Freeway, via the Kailua exit, or be exiting the Freeway onto Kamehameha Highway; and

 

     WHEREAS, however, motorists traveling to the windward side of Oahu on the Likelike Highway are routed towards Kaneohe only, or north onto the Kahekili Highway, but are unable to head towards Kailua without going through Kaneohe town itself, thus causing major congestion; and

 

     WHEREAS, the Interstate H-3 Freeway and the Likelike Highway are in close proximity to each other in the vicinity of the approach to Kaneohe and there already exists an interconnection between the two highways, but only town-bound on the Likelike Highway and Kaneohe-bound on the Interstate H-3 Freeway; and

 

WHEREAS, it may be possible to eliminate or mitigate the congestion in Kaneohe town by routing motorists windward-bound on the Likelike Highway onto the windward-bound Interstate H-3 Freeway to continue directly onward to Kailua by creating a direct access on-ramp from the former onto the latter highway; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, that the Department of Transportation is requested to study the feasibility of constructing a direct access on-ramp from the Kaneohe-bound lanes of the Likelike Highway onto the windward-bound lanes of the Interstate H-3 Freeway to Kailua in order to facilitate travel and reduce traffic congestion in Kaneohe town; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to report in its study the following:

 

(1)  Whether such a direct access on-ramp can be used safely by motorists;

 

(2)  If so, the estimated total cost of planning, design, and construction of the project;

 

(3)  The timetable of the project with an estimated ending date for the opening of the on-ramp to traffic;

 

(4)  Estimated increase in congestion and travel times during construction; and

 

(5)  Estimated decrease in congestion and travel times after construction; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit its report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008; and

 


     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
