HOUSE RESOLUTION

 

 

Urging the Creation of a temporary Task force to review and discuss reducing hawaii's dependence on imported oil and the increased use of alternative energy sources.

 

 

 


     WHEREAS, Hawaii imports ninety per cent of the oil used to fuel vehicles and generate electricity; and

 

     WHEREAS, the residents and industries of Hawaii have an interest in reducing the amount of energy that is consumed, in order to reduce dependence on imported resources and reduce pollution levels; and

 

     WHEREAS, Hawaii has an abundance of alternative energy resources available to it that can supplement, or over time, replace, the use of fuel oils to power vehicles and produce electricity; and

 

     WHEREAS, it is in the best interest of Hawaii to take the necessary steps to maximize the use of clean alternative energy resources that are available in the State and reduce the amount of oil that is imported; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, that the Speaker of the House of Representatives is urged to convene a temporary task force on energy to examine all relevant issues related to reducing Hawaii's dependence on imported oil and developing alternative energy resources in the State; and

 

     BE IT FURTHER RESOLVED that the Speaker of the House of Representatives is requested to appoint legislators and stakeholders to the temporary task force; and

 

     BE IT FURTHER RESOLVED that the Speaker of the House of Representatives is requested to convene the task force no later than July 1, 2007, and to terminate the task force on January 15, 2008; and

 

     BE IT FURTHER RESOLVED that the Speaker of the House of Representatives is requested to direct the temporary task force on energy to review and discuss the following issues:

 

     (1)  Decreasing Hawaii's dependence on imported oil;

 

     (2)  Increasing energy conservation in Hawaii;

 

     (3)  Increasing the production of sustainable alternative energy in the State; and

 

     (4)  Developing the increased use of biofuels and bioenergy; and

 

     BE IT FURTHER RESOLVED that the Speaker of the House of Representatives is requested to submit the temporary task force's findings and recommendations, including any necessary proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Speaker of the House of Representatives; the Chairs of the House Committees on Energy and Environmental Protection, Agriculture, Economic Development and Business Concerns, and Consumer Protection and Commerce; the Director of Business, Economic Development, and Tourism; the Director of Health; and the Chairperson of the Public Utilities Commission, who, in turn, is requested to notify representatives of the electric utility industry.
