HOUSE RESOLUTION

 

 

REQUESTING THE UNIVERSITY OF HAWAII TO PLAN SUFFICIENT ON-CAMPUS PARKING AT KAPIOLANI COMMUNITY COLLEGE.

 

 

 


     WHEREAS, Kapiolani Community College (KCC), located on the slopes of Diamond Head, presently has an enrollment of 7,300 students who commute daily to this campus; and

 

     WHEREAS, there are 225 parking spaces for 550 staff members and 942 stalls for students on campus, a ratio of one stall per six users which is the largest shortfall of parking in the UH system; and

 

     WHEREAS, in 2005, Dr. John Morton, then KCC Chancellor, estimated that there was a need for 400 additional parking spaces during peak class periods; and

 

     WHEREAS, a 2005 student study found that many students arrive on campus early in the morning, hours ahead of their scheduled classes, in order to secure a parking space, then study or sleep until class time; and

 

     WHEREAS, when all campus stalls are taken, students must then park in the Kaimuki neighborhood, an old community with narrow streets with little room for parking; and

 

     WHEREAS, many Kaimuki homes have garages for only one car, so residents must also park on the streets; and

 

     WHEREAS, future growth of Kapiolani Community College will entail growth in the size of the student body, a corresponding increase in the number of instructors, administrative and maintenance staff and the construction of additional offices and classrooms; and

 

     WHEREAS, commensurate with this growth will be a demand for more parking stalls, so it would behoove the University of Hawaii leadership, when drawing up a master plan, to include additional parking at KCC, either by constructing a parking structure, or designing parking adjacent to or under future buildings in order to alleviate parking and traffic congestion on campus and in the surrounding community; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, that this body requests the University of Hawaii system to plan for additional parking at Kapiolani Community College, either through a parking structure, or parking adjacent or under future buildings to alleviate crowding on campus and in the adjacent neighborhood; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the University of Hawaii, the Chancellor of the University of Hawaii Community Colleges, Dr. Leon Richards, the Interim Chancellor to Kapiolani Community College, Councilmember Charles Djou, and the Chair of the Kaimuki Neighborhood Board No. 4.
