RELATING TO SCHOOL CLOSURES OR CONSOLIDATIONS. Requires the department of education to conduct a cost benefit analysis and determine the cost savings of school closures or consolidations. Requires fifty per cent of the actual fiscal savings to be retained by the new configuration of affected schools for a period of not less than five years.

RELATING TO AFTER-SCHOOL PROGRAMS. Establishes an after-school activities program coordinator position and a task force to review and recommend improvements to the State's after-school, weekend, and semester break programs. Appropriates funds.

RELATING TO UNIFORM QUARTERLY ASSESSMENT. Appropriates funding for the department of education to develop or purchase quarterly assessment instruments that will provide all schools with accurate and common measurements of achievement and progress on the Hawaii state assessment tests.

RELATING TO EDUCATION. Establishes quality assurance committees at various levels of the department of education to address policies impacting the delivery of services by state child serving agencies and provide opportunities for community input and feedback. Includes representatives from other state agencies and private organizations. Appropriates funds for staffing.

RELATING TO EDUCATION. Appropriates moneys to the department of education for reduction in kindergarten class size and to establish new teacher advisors/peer assistance mentors. Requires collaboration between the principal, faculty, and the school community council in the development of the school academic and financial plan.
