RELATING TO THE SALE OF ALCOHOL FUELS.

Exempts from the general excise tax all of the proceeds arising from the sale of alcohol fuels for consumption or use by the purchaser and not for resale.

RELATING TO GENERAL EXCISE TAX EXEMPTION ON THE SALE OF ALTERATIVE FUEL.

Reinstates an exemption from the general excise tax for the sale of alternative fuels.

RELATING TO ETHANOL.

Provides additional incentives for ethanol production:  requires the State to enter into twenty-year contracts to purchase and resell ethanol; establishes a tax credit for gasoline-to-ethanol pump conversions.

RELATING TO ENERGY.

Levies an additional tax on the sale of passenger cars and light duty trucks.  Establishes a clean fuel revolving fund to provide rebates to buyers of alternative fuel vehicles.  Provides a general excise tax exemption on the sale of alternative fuel vehicles.

RELATING TO RENEWABLE ENERGY TECHNOLOGIES.

Expands the renewable energy technologies tax credit to include fuel cell systems.

RELATING TO GENERAL EXCISE TAX.

Provides a general excise tax exemption for buildings or facilities in conformance with the United States green building council's leadership in energy and environmental design green building rating system.

Establishes a tax credit for the acquisition of environmentally-friendly green technology facilities.

RELATING TO AIR POLLUTION CONTROL.

Prohibits the issuing of permits for new covered sources that burn or consume coal for energy needs.  Prohibits the issuing of permits for modified existing sources that would increase the burning or consumption of coal for energy needs.

SB 597

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST SOPOGY INC., IN THE DEVELOPMENT OF RENEWABLE ENERGY.

Authorizes the issuance of special purpose revenue bonds in an amount not exceeding $10,000,000 to assist Sopogy Inc. with planning, designing, construction, equipping, and operating a solar farm power plant at the Natural Energy Laboratory of Hawaii to produce electricity from solar power.

RELATING TO GREENHOUSE GAS EMISSIONS.

Adopts July 1997 DBEDT and DOH joint Inventory of Hawaii Greenhouse Gas Emissions Estimates for 1990.  Requires DOH, with the assistance of DBEDT, to develop a comprehensive clean air plan with respect to greenhouse gas emissions exceeding US goals in the Kyoto protocol.

RELATING TO GREENHOUSE GAS EMISSIONS.

Requires state department heads to promote policies and regulations that will decrease the release of greenhouse gas emissions.

Persons wishing to testify should submit 20 copies of their testimony to the committee clerk, Room 208, State Capitol, 24 hours prior to the hearing. Please include your name, position/title, organization, contact information, position on the measure, the hearing date, bill title and committee to which your testimony should be referred. Please submit separate testimony for each bill on which you are testifying. Please submit your testimony on one side of an 8˝x11-inch paper with 1-inch margins. E-mail testimony will not be accepted. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
