RELATING TO YOUTH SUICIDE PREVENTION.

Establishes statewide youth suicide early intervention and prevention program.  Appropriates $        to department of health to implement the program.

RELATING TO SUBSTANCE ABUSE.

Ensures appropriate alcohol and drug abuse screening and counseling is offered to a patient when an examining physician in a primary care or emergency room setting has good reason to suspect substance abuse by the patient, and appropriates funds to establish a screening, brief intervention, and referral to substance abuse treatment pilot program in the State of Hawaii.

RELATING TO HEALTH.

Establishes the Hawaii Health Commission to develop a health plan to provide healthcare coverage for all individuals in the state.
