Restructures the public utilities commission.  Appropriates funds for restructuring costs, including additional positions, to allow the public utilities commission to improve its operations.

RELATING TO CONSUMER ADVOCACY.

Restructures the division of consumer advocacy, department of commerce and consumer affairs. Appropriates funds for additional operating costs, including additional positions to improve the operations of the division.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING FEES.

Allows DCCA Professional and Vocational Licensing Division with the flexibility to offer licensing discounts to licensing program areas in an expedited manner.

RELATING TO INSURANCE LICENSING.

Re-establishes the issuance and all services fees applicable to limited line motor vehicle rental company producer's licensee.  Requires adjusters and independent bill reviewers' place of business be located the licensee principally conducts transactions under the license.

RELATING TO CAPTIVE INSURANCE.

Establishes a $200,000 maximum annual premium tax paid by captive insurance companies licensed by the DCCA.

RELATING TO COUNTIES.

Authorizes state agencies to indemnify county agencies and statutorily limits the civil liability of a county agency when the state agency receives from the county agency aid, assistance, support, benefits, service, or interest in or rights to use county property under certain circumstances.  Authorizes the Comptroller to obtain loss insurance to indemnify a county.

RELATING TO COUNTIES.

Extends statute of limitation for actions against a county for damage or injury from 6 months to 2 years.  Permits the counties to identify, by charter, the person to whom claimant should give notice of claim for injuries or damage sustained on public property or as a result of the negligence of county official or employee.

RELATING TO THE PERFECTION OF APPEALS TO THE TAX APPEAL COURT.

Clarifies that an appeal by a taxpayer to the Tax Appeal Court from a board of review decision, or the decision of an equivalent county administrative body, must be served on the Director of Taxation or county administrator of real property tax assessment within 30 days of the date of the final assessment to properly confer jurisdiction over the appeal.

RELATING TO THE WEED AND SEED STRATEGY.

Establishes a permanent Weed and Seed Program within the Department of the Attorney General.  Appropriates funds as a grant-in-aid to maintain the operations of the Weed and Seed program in the Ala Moana, downtown Honolulu, Kalihi, Waipahu, and Ewa beach communities on Oahu, to be expended by the Department of the Attorney General through a contract with PACT.
