RELATING TO CHILDREN'S HEALTH CARE.

Creates 3-year pilot program where Department of Human Services pays half the premiums health care provided by a managed care plan to uninsured children who are 31 days to 18 years old and ineligible for other state or federal health care coverage; Sunsets June 30, 2010.  Provides children of families whose income is at or below 300% of the federal poverty level free medical care by expanding the State's QUEST-Net eligibility requirements.  Establishes Hawaii Infant Care Special Fund to provide health care to infants from birth to thirty-one days of age through matching-fund, public-private partnership established by the Department of Health.  Appropriates funds.  (HB1008 HD2)
